Neutral cities don't grow once conquered [bug?]

I saw this in beta 4 and in "gold++" so maybe it's fixed in Day 0.  Whenever I find a neutral city (one of those little towns that can engage in diplomacy but aren't one of the main powers) it is always level 1 and its sovereign is just standing outside doing nothing.  That's fine, maybe that's by design; they are minor powers.

But, when I conquer such a city, it never grows past level 1, even when the population grows.  This is clearly not as intended, because the population tooltip always says something like "population 65; city will grow when population reaches 50."

So what am I doing wrong?  Or is it a bug?  How do I make conquered neutral cities / minor powers grow?

Been running 1.01 today and had the same thing. Population of 90/90 and still level 1. Weird. This is a bug yes?

Thanks for confirming, Glissom.  That's too bad; I was hoping it would be different in 1.01.  Well, maybe we're doing something wrong?

Minor cities can't levelup. We're either going to make that clearer in-game or remove the limitation.

I always figured this was a bug in the beta. Once the town is captured it should level up normal in my opinion.

Why not keep the limitation in - but remove it if conquered by a empire / kingdom?

Side question:how do you engage in diplomacy with them??

Select the city and then one of the units inside (or just select a unit if they're stood outside), click the actions tab and choose the speech bubble.

The "minor" faction next to one of my cities won me the game. It was a dragon standing outside the city and I married my son to his daughter who had 700 strength, 400 dex, and 204 HP. She just walked around killing everything in site with a single shot. Top hit was somewhere around 6,318 damage.

I agree that they should be able to level up once conquered.  I assume the premise is that they don't expand on their own due to a lack of ambition.  There's no reason why the city should be magically incapable of growing no matter who controls it.

I agree.  Though honestly I'd like to see the minor factions be allow to improve their cities, but just not found more than 1.  It's really no challenge to smoosh a tiny tech-less city if you want to, so I kind of wonder why they're there at all.  Unless it's just to mix things up a bit.

 

I think my preference would be to see the minor factions automatically gain any techs that have been researched by, say, over 50% of the main factions.  They can then use that tech to improve the one city they have.  Until I conquer it.  ;)

 

It just seems kinda silly that in a world where there are so few channelers, a couple decide to found one-village kingdoms and wait to get rolled over by their neighbors.

I also vote for allowing them to grow once conquered.  Without growth, they don't expand their influence (at all? as fast?), which means surrounding resources can be hard to claim.  Without an option raze the city and build a real city in its place, the minor city is effectively squatting on any nearby resources and making them unreachable.

Then what are they for?  Its not like they pose any military threat.  Or give you quests, or resources, or whatever.

They're just a waste of space atm.

yeah i think they should be able to level up at anytime, just not create more cities.  i want them to get stronger as the game goes on, and offer more diplomacy options with them.

Remove the limitation, let them level up even when controlled by the ai. Just have the AI personality be very passive, but let them have the remote possibility of expanding once at least :P
