How to build a darkling camp?

Sorry if this has been asked already, but I'm having some trouble actually building a darkling camp. I'm a fallen faction (Umber), I've researched the "Reunion" tech under the "Cooperation" tree, and subsequently spawned a darkling camp inside of my city. And yet, I can't build it.

When I hover my mouse over the darkling camp itself it says: "This Darkling Camp can be recruited. Cannot be used by our faction."

When I click on the darkling camp, the build icon is grayed out and the tooltip says: "Can't build: Need new technology to harvest this resource."

When I click on the Hiergamenon link to the darkling camp it says: "Your faction cannot build on this resource type."

Great. What do I need to do to build this darkling camp? This is either a bug or they aren't giving me enough information (like what tech to research) to build the darn thing.

Odd - I was a fallen race - cannot remember which and I could build right after I got their camp in my city.  I dont know if there is a tech that I have that you don't or is it truly the race you picked?  I know my race cant use horses - over that resource it states the same thing.  However it should not let you research it then.

Same issue here. It worked fine in patch 1.00 but now in 1.01 I cant seem to use this resource.
