I have reached Chapter III of the Campaign. I have 2 cities and still cannot build a Study. I have not yet found a hero that will help me build a Study. I cannot make any research whatsoever. Is this normal?
Yes. Research is handed to you at plot-based moments in the Campaign. It's not something you do yourself like in the sandbox game.

Yes, there is no research of spells or technology that you can do; certain technologies will unlock later on allow you to build buildings and use different spells.
