Game will not start, period

There is absolutely no response when clicking "run" on impulse. When I try to run it from my "Games" folder, or straight from the directory it installed to, I get

This application has failed to start because its side-by-side configuration is incorrect. Please see the application event log for more detail.

I have no idea where to go from here. I have no idea what a debug.err is that everyone is talking about (or where such a creature exists). I also thought I'd go to that prefs.ini file cari_elf mentioned, but that isn't in the directory, as far as I can tell.
