I dont personally do it, since my current project is Media Player, but all you need to skin winamp is a text editor (like notepad) and an image editor (like paint). Those two programs wont get you overly far, but I did my first 9 skins with just them. With a little work you can come up with cool designs. You'll have to do some searches on Google to get some tutorials, but that shouldnt be too hard for you. Good luck!
I prefer to do the code in editplus 2, its a great program and it gives a color to good coded pieces so you can see if you did something good. Tought the maki code is a B****
