Whatever I choose to do results in a grayed out end turn button when I try to advance the turns. Otherwise the game is functioning normally.
It has been my experience that when this happens, the game has crashed. If you bring up the Task Manager you'll see that Elemental is "Not Responding". My solution is to kill it and restart. You probably already know this but thought I would give you my two cents.
I had this when I had a transport that seemed to have move issues, I either took it on or off auto explore and I was able to advance the turn.
