[bug/gameplay][Beta 4, .98] Tech tree not populated

Hi.

In one of the games I just started, the tech tree is empty. Its strange because the games I played yesterday with the same version had functioning tech trees.

Do you want/need the save game file?

Were you using a custom map? Any detail (debug.err, etc) that may help reproduce this would be helpful.
