[.98][gameplay] really dumb AI

One of the AI players attacks me and almost captures a city. As the game goes on, he continues to attack with smaller and smaller forces as I beef up until he is making two man attacks against 12 and losing every time. He should either gather another big army, make peace, or both.

I'm sure the Frog will squash it, but I don't think there will be any more beta versions before release. The AI certainly isn't finished at this point.
