Page 7 says "an army may contain up to 7 units". Page 19 says "by default, no more than 10 units may be part of a given army". I think 10 is correct, because I had at least 10 in my previous game (sovie & a bunch of champions, in case it matters).
Page 23 still has a chart at the bottom that belongs in another section.
