Lowering land

Are we supposed to not be able to lower land until its right before sea level? Is there a way to maybe "flood" land so a city without ocean access can gain it?

You can use the lower land spell to lower a shore hex to a beach hex, that allows you to build a Harbor when you have the technology. Harbors no longer have to be part of your city/town, just within your kingdoms zone of control.
