[0.98][B4][CTD] CTD when clicking on building report message (and after loadgame/EOT)

One of my cities had built a barracks, I clicked on the message to take me there and the game CTD'd. The below linked zip contains autosaves, dump, debug.err, prefs.ini and impulsereactor.log. I inlcuded the last file because it had the same timestamp as debug and prefs.

I just tried to load the autosave included above and the game CT'd on me again. Files:

I restarted my computer and tried to load the same autosave linked in the OP again. The game was very slow to respond after load and once I moved my sovereignstack it CTD'd again. Crashfiles, including the savegame in question.

And trying to load the previousautosave included in the OP freezes my computer while creating world. The music plays but nothing else happens and not even ctrl-alt-del has any effect. Had to use hard reset. No crashfiles.

I restarted my computer and tried to load previousautosave again. It loaded but CTD'd on end turn. Crashfiles and save in question:
