[SUGGESTION] have the capitol town start with a labor pit

So my idea is to make the capitol start with a labor pit. Basically it is the first thing you will want to build anyway, and therefore each and every one of my games started with me selecting a labor pit right after founding an empire.

Now I was thinking this god really old real fast, especially since there are no other viable options left.
