[.98] [Bug] Unable to Proceed to next turn

I'm unable to proceed to my next turn in this Save. Clicking on the next turn button doesn't resolve anything. Closing the program and loading the save is the same.

The program may be waiting for some input or a unit may need to be given an order, but if so I'm not aware of it.

I loaded the previous Auto Save from before having that trouble and it hangs and it seems that as soon as I tell my Sovereign to move onto the tundra, I'm no longer to proceed to the next turn. I can change orders for everyone, but it doesn't help.
