[Beta4][Crash/Freeze] When hitting next turn

So, I've been having the OOMs, and have been running the game in windowed mode, and watching task manager. I decided to use the same custom sov from before, only choose a kingdom instead of empire. Sound is still off, and at turn 31, the game just froze. Windows eventually wouldn't let me do anything but close it. No dmp or zip, but here's the debug file.

Looks like it got stuck in the zone of control calculator. We've seen this. It's on our list to optimzie this because it's kind of messy.
