No research possible

I am having the same problem.  I have 4 research points per turn, and I see the timer bar counting down from 19 turns down on imperium research.  It reaches zero and starts over again at 19, research is not completed.  First time I have had this problem.  Many turns in and I have researched nothing so far!  I am not sure how many times it looped through this 19 turn count, it is proably at least 3 for sure, more than likely more than that, was not paying attention. I have both units and buildings that contribute to the research total....

Are there any techs listed in the research screen under that category?

You know now that I look back at that game, under possible breakthrough, there is nothing under any of the trees. Says 17 turns for Imperium, and 2 turns for all of the rest, but no possible breakthrough?  Am I missing something silly here?

Under the kingdom report I am tech level 7 under Imperium...

For me it was a blank screen.  There were no possible techs to research at all. 

Also have this bug for both Fallena and Men. Can research any of the Civilisation etc but there are no possible breakthroughs listed and so the research just continues leveling up for no gain.

I had this problem my first run after I updating to 4 from 3C. No techs were listed at all under any category. Starting a new game did not help. 

Re-installed and the tech listing came back. 

It is random for me. If I start a new game it is OK.

I had this as well (no save game file). But as noted by the poster, loading a new game fixed it.  I believe it occurred when starting a new game (in the middle of another) BEFORE exiting the game to desktop.
