[3C][gameplay] cannot build farms on fertile land

Playing as Pariden. Fertile ground is within town limits, but no farm choice when building.

Have you tried selecting the farm tile and then looking at the build options, or are you trying to build from within the city build menu? The behavior was changed recently so that now you have to do the former.
