[suggestion] News Report Popup like Gal Civ

I know we have the news dock on the right side of the screen, but can we also get a news report popup screen option like Gal Civ?

Especially if it comes with an option to disable that 'news dock' entirely so us folks with humble rigs can see a bit more of the map, save on animation overhead, and avoid tedious housekeeping clicks in a busy game.

And including a option to zoom to the location of interest while clicking on it I miss it as well, gives some sort of 'I achieved'
