[.92] [Bug] [Non crash] Research but does not give any results

Well in my test game after civ research level 3 all research stopped giving, I could change and would see the turns count down but it would change to the next research level without any results.

It seemed to be the case for all of the AI as well because I bashed them and non of them had new types of troops. All basics stuff..
