[.92] Bug or Intended?

No access to Backpack in Tactical

Is it a Bug or Intentional that we do not have access to our Back Packs (sundry items therein) in Tactical battles?

I was sorta figuring that after having collected those Potion of HP Restoration, they would come in right Handy when the actual Fighting broke out...
