[0.92][Bug/Graphics] City improvement tile Market has some figures not coloured in

- In a level 2 (or larger) city, build a market.

- Zoom all the way in

Expected result: all figures should be waring the nation's colours.

Actual result: some figures in the center of the tile are colourless. Please see screenshot:

Please post your debug.err file when reporting graphical issues.

Sorry, my bad.

I've tried reproducing this a few times to get a debug.err and cannot reproduce this issue any more.
