[Beta 3C .92] [BUG/GAMEPLAY] Conquered minor factions cities don't level up?

I'm not sure if this is a bug or working as intended. I took over two minor factions cities and neither of them will go past city level 1.

I've indicated this in the screenshot. I can upload the savegame too if necessary.

Currently working as intended. Minors can't grow. Who owns them doesn't change that fact.

One issue I found is that every Minor faction has a spawned protector unit. Sadly it doesn't actually protect the Village from attack before it is taken and can't be made use of after.... strange.

I didn't see any protector units when I attacked my two minor factions. Unless you count the sovereign/sovereign's spouse. Maybe they wandered off haha...
