[0.90][Bug/Gameplay] Quest goal spawned across water (kind of)

This is the destination I got when accepting an escort quest.

It's not as bad as it looks, the goal isn't actually on a different island or continent, just across a largeish bay.

But still, it was quite the walk for such an early quest. As far as I understand, there is a limit on how far a low-level quest's destination can spawn. But this calculation doesn't seem to take terrain into account. I remember in an earlier build, having the goal spawn on the other side of a huge mountain range.

This should probably be addressed.
