[3B][Bug] Ironeer?

First off, I'm not sure what the point of building Ironeers is. Very expensive, looks like a pioneer but armed like a peasant (ironically costing painfully more than both combined, if for 5 less turns).

Second (and this is the bigger thing), I can't actually build them. They are in my designer but not a build choice...

I think that in this beta we basically just have the tech for the Amarians so I guess that is why some things are showing up but not actually functioning.
