[3B] quirks with resources and pioneers

In this save game I experimented early with pioneers to claim resources in the influence area.  I had noticed that some resources didn't show in the build box right away when the influence area absorbed them, since I had the tech I sent some pioneers to claim them.

The buildings all got constructed, some I did notice the effect. for instance the fire shard registered on the HUD, but at the town all there is, is a greyed out choice in the build box, showing that I could possibly build one.  Also when I researched related techs I never got a option to build the structures (like the varying fire temples)

Towns and resources to show this:

Rashera - Mine

Laloona - Mill

Etox - Fire shard

Peeps - Gold Mine

This made me notice that there is no way (that I could find) to raze one of your own structures.  I thought it might be a nice option for any unit to have the ability to raze a structure (friendly or not).

I also noticed in an Empire game that there were some related issues in a conquered town with the surrounding resources that were now supposedly mine.  (I was doing my own version of an all-nighter and forgot to make a save on that game).

Generally the new resource sytem is not yet fully implemented. You can build the resource building from the city if they are on neighboring tiles (this will be removed I assume) and you can still build with the pioneer (which will also be removed).

Clicking on the resource does allow to build on it, but no longer requires any tech (which made some techs obsolete, if intended).

Furthermore, not only the Temples can no longer be built, due to no shrines in cities, but also the Forge, which required an Iron mine.

So most of these are simple small things that have not been cleaned up in the xml. Only the requirements Mine -> Forge, Shard -> Temple might require some new code because of the resource system change.
