[Bug/Gameplay] Can't harvest old growth forests

When I mouse over an old growth forest, it tells me that I need to research Harvesting to harvest it.  But I have!  In fact, I maxed out the entire Civilization research line -- but I still can't build a structure to exploit this resource.

Kingdom.  I finally got Dropbox set up, so you can check out my save file.  For extra fun, in this game one of the Empire sovereigns was spawned *in the water*.  Poor guy.

You need to click on the old growth forest itself and select the build option from there.  This is true of all special tiles unless they are adjacent to one of your city squares.

 

I just downloaded your save and verified this.  I was able to build on the old growth forest.

 

This is one of the non-intuitive issues I wrote about earlier.  The build menu should ideally give you access to build on any of the special tiles that exist within your zone of influence (assuming you have the proper tech researched).  This is not the case currently.

Ok, that worked.  I could also destroy a pioneer to construct the improvement.

On the contrary I think you should never be able to build on resources from the build menu since they're separate from the towns now. Instead, the resources that are within your area of influence and buildable should display a hammer icon on top of them to indicate that you can build them. If you don't have enough resources, display a greyed out hammer icon on top of them.

Why would I want to deal with a build menu for some buildings AND having to scan the map for resources to build some other buildings?  It would be much easier to simply allow us to build on these resources using the city's build menu.  Once you select the building, say a gold mine, any available gold mine tiles in the city's zone should be highlighted and then you can select which one to build it on.

A lot of the resource improvements seem buildable from both places. I was able to build on a farm from my city build menu and by clicking the tile itself. Could just be not hooked up everywhere yet.

I think that's mostly them not removing them from the city improvements list. You should never build it from there, anyway - they take up plot space whereas clicking on the resource and building from there does not.

Because resources are supposed to be independent of cities. They shouldn't go into a city's build queue (like they do right now if you build from the city build menu) and they don't require any tiles from the city's reserves. A separate Resource menu displaying all free resources within your territory would be nice though, so that you don't have to scan the terrain manually.

ya but in many cases, you have to do both for outside resources. Still a problem if i can use build menu on only SOME of the resources.

And having to search individually on your screen to build on resources just makes thing more tedious and adds more micromanagement to the player without adding the benefits of a more strategic gameplay.
