0.90 [BUG] Technology selection screen does not appear when loading autosave

After loading an autosave of a turn that resulted in a tech finishing research, the tech choice window did not pop up, resulting having the tech level researched without the accompanying benefit. So you would have warfare tech level at 1, but still have no technology gained from it.
