[0.90][Bug/Interface] 3 UI issues with pioneer improvements

1. When a resource is selected, the info/Hiergamenon button displays the same tooltip that the build button does. (construction cost, you cannot build this yet, etc.)

here is a screenshot (the cursor isn't visible, but I'm mousing over the left button)

2. When a built pioneer improvement is selected, no selection marker appears around it.

3. There are no notifications in the top-right area when a pioneer improvement is finished building.
