Win 7 Pro Fullscreen mode Elemental at 1280x800 resolution (in windowed mode the cursor keeps teleporting around the screen so it's not particularly useful). When Taskbar is set to Autohide there is no issue, however I prefer to have the Taskbar show. When the Taskbar is on Show, both left and right sides of the fullscreen Elemental window can't be used for scrolling. On the left side the Taskbar icons come up briefly and no scrolling occurs, on the right side the cursor can't be moved closer than about a thumb's width from.
AFAIK, there is not a Taskbar option in Win7 for Always on top.
So basically, the issue occurs with Fullscreen, Taskbar Show, and the default behaviour Always on top (since there does not appear to a specific option for that in Win7). Window mode has the cursor jumping around all the time.
