[Bug/Gameplay] City founding costs are not displayed correctly and can lead to debt

The big problem here is that a pioneer claim that it costs 0 gold to found a city, when the actual cost seems to be about 100 gold.

An annoying add-on is that unlike everything else in Elemental, you can found a city without having the necessary gold in the treasury.  This lead to a situation where I was almost 100 gold in debt, with an income of 1 gold per turn (the only available money resource being just outside my border, and my border not able to expand until I spent money to build housing...)  I don't think the player should be able to screw themselves like this so early in the game.

This is actually not a bug. You see, each new city is paid for over the course of one turn (one year). The gold is taken from the capital and loaned to the pioneer with an adjustable rate loan. If every Sovereign makes his payments, the interest is 0. Your problem most likely is that the other Sovs are defaulting and the interest is spiking. This can lead to societal collapse so keep an eye on it.

I had this problem too until I quartered all the merchants in my capitol. :ninja:

Yea this bug has been around for a LONG time now.

Also the cost to build a new city is 100 * # of Cities. So if your building your second city then ya it will cost you 100 gildar. Then the next is 200 and so on.
