[0.90] [Suggestion] Allow reordering of spells you are learning

It would be nice to be able to drag the spells we are currently learning around to reorder what we are learning.  We can queue up a lot of spells so our priorities could change as it will be a long time before they are completed potentially.

You can reorder some what.

If you double click on a spell in your queue it will jump to the front of the line.

Ok, that's a start.  Dragging would be more obvious though.  If they do something other than dragging they should probably have some sort of tooltip or other documentation telling us about it.
