[crash 3b] - Also unavailable tiles once other empires city destroyed by monsters

Loading much better when cut scene disabled.  The dragon is WAY too powerfull Just going through all map now with that unit alone.

Also these should show how an empires city I came accross had been destroyed but the mine and library which used to be in it's zone of control still had a zone around them.  This ment that even after I had built a city besides them I could not control them.
