[3B] Game Should Have Ended, But Didn't

My first city was overrun by spiders, and wiped out, but the game didn't end. Of course, my Sovereign couldn't create another city, either.

The game isn't over until you're dead or someone else wins. So long as you're alive, even if you can't create a city you could capture one.
