[B3][Bug/Graphics] New Graphics not showing 64 Bit Win 7 w/Limited Account

****BACKGROUND INFO & TESTING****This would be the first bug report I have submitted for elemental, but I've seen it persist since beta 3 & the new graphics engine launched. The systems admin in me can no longer hold back the unbridled rage!! I have a windows 7 64-bit box running a limited account as it's main. (for limiting exposure to bad things on the web of course) I am fairly certain it is not 64-bit that is the problem, but the limited account as I have duplicated the issue on my 32-bit box as well.

****ACTUAL ISSUE****The new graphics engine does not work without running elemental as an administrator in these situations. I know most windows users just run as admin anyways but for the .00000000000001% of folks that do it properly, this will break the shiny (and extremely pretty) graphics engine.

More detail about the way in which it is breaking would be helpful. Screenshots, debug.err file, etc.

I don't have debug.errs from the actual issue because it isn't technically crashing, but I have included both of them from the last crash on each account.
