[Possible bug / Question] Poor AI

So far I have played about 15 games of this version, and in all but one (possibly two), the empires and kingdoms never build a single building, they just sit and wait there for me to attack them in their default starting state.

Is this a known issue with this beta version?

I've seen minor factions (new in this beta) do that, but not an empire or kingdom opponent.
