[.806] [Bug/UI] All city improvements get listed in thingy on right on 1st turn after reload

Apologies for not knowing the proper name of that stack of blocks on the right.

I repro'd this several times.

1) Load save game. 2) Do whatever you planned to do before ending the first turn after reload. 3) End turn. 4) Watch re-run notices for every single improvement you built clutter that 'info' area.

I have seen this also happen after any sort of game Options changes as well.

Yes have been able to duplicate this repeatedly as well.
