Unintentional murder

Is this a bug?

I had my hero in a town and a neutral NPC (the kind you can hire) was in a square just outside. I selected my hero and clicked the square that NPC was on as to move there (the cursor never changed to an attack cursor and I did not get any warning) but my hero killed the NPC and a screen popped up about how I murdered her.

Had worse... I didn't actually order to move to the square where an NPC was. I just ordered sovereign to leave town and got counter-killed by NPC.
