[Bug\Gameplay][3A] Multiple Mills

Every time my settlement upgrades I am allowed to build an additional mill.

(sorry for the graphical glitch in screenshot - related to a different bug)

EDIT - Actually Mill#3 is a workshop, but the rest are definitely "Mills"
