[Bug/Graphics][3A] Town name plate artifacts w/ savegame

Experiencing a consistent problem with the display of town nameplates on the main map screen. They are just some random looking texture - no text or anything discernable.

Even after rebooting PC when I load this savegame it always happens. Doesnt matter if fullscreen or not.
