Early on (I had just researched mining) my Sovereigns group went into a humble inn. I received the message that I might not be ready for what is inside. When I clicked the ok button the message repeated 6 or 7 times then I was given the escort nobleman quest.
How many units were in the group? Did the message repeat the same number of times?
Got the same Bug. It's reproducible sometimes only. I've include a game save file , and a video of the bug in action.
You'll probably have to reload the save a few times till you get the bug to show up. Just move onto the Inn and you'll get a random quest. If it's the Escort quest then you'll either go straight to the quest, or get the, "not ready", message repeating between 2-6 times.

I also have had this issue on both of my elemental testing comps, so I altered my approach to ins etc. I do not go to them until I have been researching the advertureing techs for a few levels, which is AFTER civil, military & magic.
