Contiguous building from a city center required for special locations in 3A.

This is not true (at least in Beta 3). It seems like you just need to have at least one side of the special location touching some constructed buildings - it doesn't have to be your city center.

Let me clarify - there has to be contiguous buildings, all the way from your city center to the special location, in 3A to be able to utilize a special location. =)

Please don't put an entire paragraph in the post title. Most of it will just be cut off on the thread list anyway.

In any case, if a special tile isn't adjacent to existing buildings, you can just send a pioneer to it.
