[806][bug] Quest level dialog

Hit an inn, was given the "this quest is too high level" dialogue three times in a row, then given the noble escort quest.

when I get this issue, yes it is in a stack of several units.

It doesn't have to be several units.  From the save - when you move just the Merchant Master to the Humble Inn (3 squares away, with the forest on top), you can get several of the quest warnings:

PS: A number of times I've been to regular Inns and got more warning messages than there are units that are visiting, and frequently when I visit Inns it is just with 1 unit.  So I don't think it's to do with the number of units that visit the Inn or quest location.
