[0.805][Bug/UI] City HUD corrupted after loading game

The city HUD box that was added for Beta 3 becomes corrupted after loading the game as seen in the SS below:

It does this too if you swap out and back in, provided it doesn't crash or lock up, or if it will even load. I'd guess about 75 percent of games I try to load result in a hard lock.
