[Bug/Gameplay] Built city, can't build buildings

This may be more a feature request than a bug, but the game allowed me to build a city, which was then impossible to construct buildings for.  Some kind of glowing city-radius or outline might appear when you hover the cursor above the Build City icon.  As it is, I can see a lot of un-win-able situations coming up because players have built cities in bad spots.  It didn't look like a bad place to start a city.

It looks like you started a city entirely encompassed by sea and forest, neither of which are buildable (and you can only build adjacent to existing city centers/improvements). A savegame would be helpful though to confirm that that's the case.

I had a similar case in the past so I don't know if it still applies.  If not just ignore me.  Think it was one of the late beta 2's.  I can remember the situation though so maybe it's useful to you.  There was a little peninsula with a farm on it.  I built directly to the east of the farm which was plains.  The next grid to the east was most likely coastline which I don't think you can build on (hard for me to tell what is and isn't coastline from the cloth map).  North had open plains and south should have had 1 plain then coast, but maybe just coast.  I was unable to build anything at all as I did not have farm technology.  I should have been able to build to the north and probably to the south but the game would let me.

Yeah, that's what happened.  I've done it a couple of times now.  I guess I'm getting a feel for where I should and should not build cities, but it's not obvious.
