City Improvements

Hello, I have a tier 3 city, I have researched mining and farming, but even though theres fertile ground and a mine near me, I simply cant construct any improvements. I have 25 tiles avaible, and i have the resources, thats not the issue, the issue is it does not appear on the improvement tab.

Are you playing a custom fallen faction? There are problems with this setup.

Im playing a custom Empire, not Fallen as far as I know.
