[Bug/Gameplay] Can't demolish buildings in city

No matter what building I try to demolish in any city, it wont let me, I always get the message that "destroying this city will make the city non-contiguous." Happens every time no matter what city I try to do it in.

Looks like this only happens with custom factions. With default factions I am able to demolish buildings.

Yes, but I figured out why, it has to do with the garden bug.

Dont know if i should post it here, but if i with a custom faction tries to raze a house it dosent work, but if i raze the city i does work but i then get the error message that i got when i tried to raze a building but i get it like every 5-10 sec until i quit the game

Happens with non-custom factions to.  I have been using Altar alot and once my city reaches a certain level. I can't remove a building because of, "it would make the city non-contiguous," or some thing like that.  It seems to happen once I plop down that special Library.
