Can't build structures in conqerd city

Can't build structures in conqerd city. After getting victorey over an enemy (iam kingdom he is empire), i build some structures, after 3 turns, i wasnt abel to build anything. Got resources and others items requierd to build, and place to build too, bat items was greyed out
