[beta3][bug/interface?/gameplay?] City Improvement/Build list blank

Regardless of whether I play Empire or Kingdoms, Custom civ or default, Custom sovereign or default, regardless of what or how much I research, my capital's improvement list is blank and I cannot build anything. Which rather makes the game unplayable at the moment, alas.

Some other users have reported that the build items appear if the game is run in windowed mode--give that a shot.
