[.804][Bug/Gameplay] Can't build Shrines/Refugee camps/Lost Library within city limits

This happened to me in all games, with all special buildings that do not require research to build. So far, I can't build Oasis, Wild Game, Shrines, Refugee camps, or Lost Library within my city's influence, unless said city is level 3 (even though the requirements say level 1).

I hope this is just a bug caused by the Civilization research tree being diasbled...
