[.804][Bug/Graphics]Odd zoom-to-mouse behavior

Normally the zoom in and out works fine and very smoothly for me, but occasionally while zooming in, it stutters and then super-zooms in to max zoom-in level on some random part of the map.  On zoom-out, I've occasionally seen something similar where it stutters for a second as I'm zooming out, and suddenly I'm at maximum zoom out. 

It's pretty disconcerting, especially on the zoom in as you end up staring at a smalle empty patch of dirt and lose where you were trying to go.

This primarily happens right after I load or start a new game or if I haven't zoomed for a while.  Once I start zooming in/out a few times, it's always very smooth. 

My guess is that the rendering occasionally can't keep up right when you start zooming in or out, so it might lag behind a bit, and then it jumps ahead to max zoom in/out as a way to "catch up". 

I don't care if the zoom lags a little or stutters or is occasionally slow, but the huge max-level zoom in/out is really annoying when it happens.

Out of curiousity, are you using a mouse with a smooth-scrolling wheel instead of a incremental-click style scroll wheel?  I'm just wondering if your issue is the same one we've been discussing in this thread:

I'm not sure if it's related.  My mouse is a Logitech Performance MX.  By pressing a mechanical button, the wheel can be switched to smooth scrolling, but I leave it in the normal click-stepped mode.   It's always worked fine with the standard Windows 7 drivers that Windows selects for it; I don't bother with the annoying Logitech SetPoint software.
