[0.804][Bug/UI] Notification Spam after loading game

This has been around since I started trying Beta 2, but it got even worse. Now after loading a game I get the notifications of every single improvement I've built, plus whatever the city upgraded to. It used to just tell you all the city level upgrades but now it added all the improvements. The notification spam happens as soon as a new notification happens.

+1. I also saw this when loading game.

I saved anew, reloaded. No spam. Built 3 huts, saved reload. No spam. Then the hut gets built: I get 1 message for every building that was built in the city.

Subsequent builds don't cause the same spam, it only happens once per load.

Yes. Load + 1 new building = LOTS of unneeded / unwanted notifications. Yech.
